At the Juvenile Crime Prevention Program (JCPP), our story is rooted in resilience, transformation, and the belief that every young person deserves a chance at success. Founded on April 19th, 2011 in Baltimore, Maryland, JCPP was created to give youth the mentorship, education, and opportunities needed to break cycles of crime and build stronger futures.

Our Founder: Raymond Roman

Raised in Baltimore, Raymond Roman turned early struggles into a path of education, entrepreneurship, and service. He earned a multimedia degree, gained expertise in counseling and mental health, and became a successful real estate investor. In 2011, he founded JCPP to mentor and empower communities, inspiring youth to overcome challenges and achieve success.

Our Executive Director: Chauncey Roman

Also from Baltimore, Chauncey Roman carries forward his father’s vision as Executive Director of JCPP, expanding its reach through modern approaches to youth and community development. He holds a Health Science degree from The Lincoln University and has experience in human services, behavioral health, and education. Blending lived experience with professional expertise, he connects with youth and strengthens JCPP’s mission.

For more than a decade, JCPP has stood as a beacon of hope in Baltimore, showing that crime prevention is not just about avoiding negative choices but about creating better opportunities. Through workshops, after-school programs, workforce development, mentorship, and community engagement, JCPP is committed to breaking cycles of crime, empowering youth, and building stronger, safer communities.
